Democrats won full control of the General Assembly despite losing in key swing districts. In this year’s election, Republican candidates prevailed in three of the four Biden-Youngkin state Senate districts and in at least seven of 11 Biden-Youngkin state House districts. There were 20 Senate districts and 48 House districts carried by both Biden in 2020 and McAuliffe in 2021. Democrats won all of them Tuesday, averaging 67% of the vote in Senate districts and 76% in House districts. In comparison, there were 16 Senate districts and 41 House districts carried by both Trump and Youngkin.

In the 16 months since the Supreme Court overturned Roe v. Wade, six states have held direct votes on the future of abortion rights within their borders. And on six occasions, the pro-abortion rights side has prevailed — including in traditionally conservative states like Kentucky. Virginia: “There’s not like a referendum question on the ballot, but it is on the ballot,” Virginia Sen. Tim Kaine told CNN after a backyard rally for Democratic state legislative candidates in September. Though Virginia is now reliably blue in presidential races, its local races are a fierce battleground. Virginia’s off-off-year local elections — held a year after federal midterm elections and featuring no statewide contests — are famously difficult to predict.

Democrat Jennifer McClellan has made history as the first Black woman elected to represent Virginia in Congress, NBC News projected Tuesday. McClellan, a state senator, defeated Republican Leon Benjamin in Tuesday's special election in the 4th Congressional District. McClellan was heavily favored to win in the reliably blue district, which covers Richmond and reaches counties bordering North Carolina. She said her commitment to voting rights stems in part from the challenges family members faced in their efforts to vote. In 2021, as Republican-led states passed legislation to restrict voting rights, McClellan co-sponsored Virginia's voting rights law to protect elements of the Voting Rights Act the Supreme Court struck down in 2013.
Democratic Rep. Abigail Spanberger narrowly held onto her seat in Virginia on Tuesday, defeating Republican Yesli Vega in a contest both parties saw as an early bellwether in the battle for the House. NBC News has not yet projected the outcome in a second closely watched Virginia race, where Democratic Rep. Elaine Luria was battling Republican state Sen. Jen Kiggans. But the political survival of Spanberger, a prominent player among the small band of moderate Blue Dog Democrats, counted as a welcome burst of good news for Democrats relatively early on election night. She made waves after the 2020 election when she blamed her party’s left flank for losses in the House, arguing that calls to “defund” law enforcement cost seats. Vega, a member of the Prince William board of county supervisors, served as a police officer before entering politics.
